Nigeria’s notarial system runs on trust. This course explains why that trust broke down, what the Supreme Court and the National Assembly have done to rebuild it, and where the Electronic Notary Register fits into your practice going forward.
You will move through four stages, in order:
1
The Fraud Crisis
Why the old system created room for forgery, impersonation, and abuse, and the real cost of that failure.
2
The Legislative Framework
The Notaries Public Act 2023, the Evidence Act 2023, and the Digital Economy Bill, and what each one requires of you.
3
The Supreme Court’s Mandate
How the ENR and RON became the new standard for notarial acts.
4
Introducing the ENR
What the register is, and the three step journey from pre-registration to going live.
This is the awareness stage of your certification pathway. On completion, you receive a Certificate of Attendance, which unlocks your one on one hands on session on the platform itself. The technical walkthroughs, your profile, your digital seal, getting paid, and so on all come after this course, once you understand the why behind them.

- The Fraud CrisisWhy the shift to digital notarisation was necessary - the scale of the fraud problem and its cost to Nigeria's document ecosystem.5
- The Legislative FrameworkThe two amended laws that made digital notarisation mandatory, not optional, and what each specifically requires of you. A related bill covering Nigeria's wider digital economy is progressing through the National Assembly and expected to pass soon.4
- The Supreme Court's MandateHow the Supreme Court holds the ENR accountable, and why every notary answers directly to the Court, not just to the platform.1
- Introducing the Electronic Notary Register (ENR)What the Electronic Notary Register actually is, and the three-step path from registration to going live, before you touch any of the tools themselves.2
- Next StepsYou have completed the awareness stage. This section walks you through what happens between now and your first live notarisation, and gives you short reference videos for onboarding onto the ENR itself.2
Yes. Every notary must complete Foundations before being enabled to operate on the ENR/RON platform. There is no path onto the platform that skips it.
A Certificate of Attendance. This is the first of three stages in your certification pathway, and it is what unlocks your one-on-one hands on session with the SDS/ToNote team.
Three stages, in order. First, this self paced Foundations course, ending in a Certificate of Attendance. Second, a one-on-one hands on session where you practice on the platform directly with a member of the team. Third, for notaries who intend to perform Remote Online Notarisation, a practical assessment to confirm readiness.
Only if you intend to conduct RON acts. Onboarding onto the ENR itself is compulsory for every notary, but performing RON is optional, and the assessment only applies if you plan to offer it.
There is no fixed duration. It is self-paced, built to be completed comfortably in a single sitting, and you are welcome to revisit any lesson at any time, including after your hands-on session.
Yes. This course is not about your prior notarial experience, it establishes the legal basis and platform standards behind the ENR specifically, which applies equally to every notary regardless of years in practice.
No necessary action is needed. You can treat this course as a refresher and revisit any lesson whenever you like. Completing it also gives you a Certificate of Attendance for your own records.
Start by submitting your details for pre-registration at register.notary.gov.ng
Your submitted records are then verified against your records held at the Supreme Court. Once a match is confirmed, you will be notified and can proceed to onboard onto the ENR.
